  1. In a large pan, heat the vegetable oil over medium-high heat. Add the mustard seeds and cumin seeds and fry for a few seconds until they start to pop.
  2. Add the chopped onion, green chilies, ginger paste, and garlic paste. Fry for a few minutes until the onion is translucent.
  3. Add the mashed potatoes, turmeric powder, red chili powder, garam masala, and salt to the pan. Mix well and cook for a few minutes until the filling is well combined.
  4. Remove the filling from the heat and let it cool for a few minutes.
  5. To make the batter, mix the chickpea flour, turmeric powder, red chili powder, and salt in a bowl. Add enough water to make a smooth batter.
